well it kinda depends if the download is the rom it self or if they give you the patch and you have to patch a Pokémon b/w rom your self.

 

This Gba or ds rom?

 

its a DS rom because its a Pokémon BLACK and WHITE rom hack

the black 2 rom from romulation shouldn't have an anti-piracy patch so it should work, download the patches from the sendspace link on the project Pokémon forum and the rom from romulation, extract the patches it should have 1 folder with patches, 1 with documentation inside the patches folder there'll be 1 folder with complete patches, 1 with vanilla patches and a folder with xdeltaUI [the dif between vanilla and complete should be on the project Pokémon thread]
go into the xxdelta folder and open xdeltaUI on menu that comes up there'll be a patch and source file section click open next to patch and go to where you extracted the patches and choose which you want then click open on source file and find the usa version rom of the game without an anti-piracy patch and use that as source file, then click the .. next to output file type a name and move to where you want output and click save then click patch, it should then create a patched version with the name which you can use in whatever your ds emulator is, I did with original blaze black a while back so process should be almost the exact same for patching [the reason it's almost being that the files are for black 2 instead of black]
