    Hmm...perhaps, with a bit/lot of leveling...

    Dragonair: It'll take a while to evolve (4st latest evolution out of all level-up evolves at 55), but once it does, its a psuedo legend. Just be careful about Will's Jynx.

    Lapras: An ice type can come in pretty useful. While none of the E4 specialize in a type weak to ice, they have a good few Pokémon weak to it. 4 out of 5 of Koga's Pokémon are weak to ice.

    ...other then that, not really sure.

    A Pokémon with fly is definitely good in the league. My first win in Crystal was all due to my lvl 36 pidgeot.

    She was weak compared to dragonite, but using fly as the only Pokémon left when he would hyper beam me kept me alive long enough to revive and heal my Typhlosion.

    If you can teach your Nidoqueen any good ground-type moves like Earthquake or Dig, I highly recommend using her. Lapras would also be a great advantage against Lance, with moves like Ice Beam and Blizzard. Ampharos would also be a good choice since several flying types (including all of Lance's Pokémon) are used by the Elite Four. The TM for Thunder can be found in Goldrenrod Game Corner if you want it.

    So other than those three, Typhlosion looks like a good option. It might not hurt to evolve Dragonair so you'd have a pseudo legendary on your side, as well as having a second ice-type as backup in case anything happens to Lapras.

    Oh, and as well as sandslash because he has high friendship and Lanturn because she has high HP

    Honestly, as long as you level them enough, you could win with just about anything. But I'd recommend having a good type distribution. It's usually good to have the 3 starter types, then usually an electric and flying type, then for the sixth Pokémon either a normal type for the generally deep move pool or something else that's hard-hitting, like a Nidoking. From the Pokémon listed there, I'd suggest Quilava, Ampharos, Lapras, Dragonair, and Nidoqueen. You have a lot of repeating types, so you might want to catch something else for your sixth Pokémon. Dodrio, Sandslash, and Lanturn are okay, but you have better Pokémon of each of those types. You could use Magmar for Sunny Day, which would also give a boost to Quilava's fire type moves.

    Is your Gyarados the shiny one? In the gen 2 games, shiny Pokémon have better stats than non-shiny ones, so another option would be to replace Lapras with Gyarados, then use Swinub as your sixth Pokémon. Its ground typing, along with Nidoqueens, will help balance out your added weakness to electric types (assuming you evolve dragonair, which you probably should evolve all of your Pokémon.) Being a dual ice type also makes it a good replacement for Lapras.

    So just out of the Pokémon you have, I'd suggest either:

    Quilava, Ampharos, Lapras, Dragonair, Nidoqueen, and Magmar

    or

    Quilava, Ampharos, Gyarados, Dragonair, Nidoqueen, and Swinub. <This one is probably the slightly better option.
