Just right click the image, save it, and then go to your profile. Then click your current avatar at the top left. A pop up should appear that let's you change it. Click the upload image thing and then look for the saved image name you gave it and upload it. Then your avatar should appear. I tested the image myself and it uploaded fine, so I'm not sure if you are having some sort of an issue with it?

 

I asked another member to see if they could upload the image and it worked fine for them as well. I'm really sorry you're having issues, maybe post about it in the Bug Report Thread? Maybe an admin can manually upload the image for you or provide a solution on how to do it.

 

I just realized the avatar and sig combo price makes no sense.... (since an avi and sig total 30 together anyway). So because of that I decided to lower the combo price to 27 Pokepoints so you can save some pp by selecting the combo rather than getting them individually...
