Glaceon Leafeon Dusknoir Gallade Roserade Giratina Vespiquen Drifblim Bronzong Probopass Sinnoh stands out for the one generation needing a 'third release' the most out of all of them (even counting Sun/Moon) due to the problems that were inherent in Diamond/Pearl. Lack of fire-types, lots of circle-backtracking, Hearthome being a second-half gym-city despite being a first-half visit... This video pretty much sums everything up both right and wrong with Gen 4:

It introduced arguably the best Dragon-type of all time, along with my favorite appliance-possessing poltergeist, but so many of the mechanics in DP were just... bad. Infuriatingly slow surfing speed, bad type distribution, a very muddy Safari Zone, and tons of backtracking all led to the plot being both literally and metaphorically slow. I'm sure I'd appreciate it better if I played Platinum, but sadly that's the one game I never bought.
Darkrai - For sentimental reasons. Garchomp - Because it's a land shark dragon that looks like a jet plane, what's not to love? Palkia - SPAAAAACE! ...dragon. Lucario - ...For obvious reasons. Empoleon - I love penguins. Togekiss - It got better when they made it a Fairy type. Floatzel - I just like its design and overall versatility. ...Plus I have a shiny one. Leafeon - Favorite Eeveelution. Honchkrow - About time the crow got an evolution. Crows are cool. Spiritomb - Second favorite ghost type, right behind Sableye.
Considering Sinnoh is my first and favorite region, I have a heavy bias towards it, and most of my favorite mons come from it! Togekiss Roserade Empoleon Honchkrow Vespiquen Gastrodon Skuntank Weavile Dialga Gliscor Dusknoir Yeah... that's a pretty hefty list.

I don't really have enough for a top 10, Sinnoh was not my fave in terms of pokémon but I have a top 4. 1. Spiritomb 2. Luxray 3. Garchomp 4.Leafeon
I loved the fourth gen and it added a lot of cool Pokémon to my list of greats. Glaceon - because of course Roserade - because it looks cool and is powerful to boot. Frosslass - I've always like ice types and despite this thing being literally glass, I still find it fun to look at and play. Dialga - Time dragon...time. What more do I need. Starraptor - Bird of prey that is the best in the skies. Who wouldn't love that? Now f only its stats were good... Lucario - its Lucario Luxray - looks bad ass despite being kinda bad with stats. Dusknoir - really cool design and added a polish that Duskclops seemed to lack. Darkrai - its Darkrai Gallade- Weird addition to the Ralts family but not an unwelcome one. Still think there are better fighting types...Lucario

I honestly loved 4th Gen. Sure the plot was a bit all over the place in terms of travelling back and revisiting areas but it was still enjoyable to me. A lot of amazing Pokémon were introduced in 4th Gen as well including some of my all time favorites in no particular order Staraptor - The first time I've actually been excited to use the early game Normal/Flying type...Just listen to this things cry and tell me that wouldn't terrify you if you heard and saw it flying in your direction. Plus of love trying to visualize it using Close Combat without having arms or legs xD Garchomp - I mean how can you not love this thing? To quote @SnowboundBecca "it's a land shark dragon that looks like a jet plane, what's not to love?" Roserade - Love the design and is a very versatile Pokémon. Torterra - Favorite final evo starter...great typing defensively (resists EdgeQuake), has a solid movepool, solid bulky stats, and cool design. Used it a lot on a defensive sun team during 5th gen and it was wonderful <3 Vespiquen - One of my favorite Bug type Pokémon period. So tanky and so much fun to use. Drapion - One seriously bad ass Pokémon. Only 1 weakness, great stats, decent design, and far superior to Skuntank imo.
I lovelove Honchkrow, both eeveelutions introduced in gen IV, the Buizel and Shinx line, and Mothim. Gen IV didn't have my favorites but these I've always loved a lot, and still have my favorite Honchkrow I've trained up since the DP days. <3
Pearl was my first game, so its Pokémon hold a special place in my heart. In no particular order: Roserade Monferno Pachirisu Skuntank Mismagius Lopunny Spiritomb Weavile Gallade Glaceon ... And many others that just couldn't make my 'Top 10' list.
I liked Glaceon, also known as “My favourite non-bird Pokémon”. Other (bird) Pokémon I liked in Gen 4 include the Starly line and Chatot (PMD Sky made me like it).
To be honest I kind of fell out of Pokémon for the fourth generation, so I don't really have any good memories of it apart from the awesomeness that was HeartGold/SoulSilver. That being said, I do like some of the Pokémon from this period. I'm not entirely sure which one is my favorite, but I'll go ahead and say the Anubis/Goku hybrid Lucario.
Togekiss - shocker!! Just kidding. I love Togekiss, it's just super cute and a giant fluff ball that will paraflinch you if you're not careful. Roserade - it's pretty cool. I've always liked roselia, so I'm glad they buffed it. Mismagius - again, I'm just really glad they buffed it's pre-evo. Garchomp - One of my all time favs, Garchomp was one of my strongest Pokémon in the game. It came in clutch in a lot of battles. Highly respected... until it got a mega. Lumineon - one of the more unloved Pokémon, but I really enjoyed its design. Leafeon - one of my favorite evolutions, super cute design Cresselia - another design favorite, I actually used to dream of Cresselia when I was younger Gastrodon - very versatile Pokémon Rhyperior - i like the design, i like how strong it was in battle. Froslass - cool design
