A glokaya kuzdra is a line of text in a certain language that has no meaning at all! It is just a bunch of nonexistent words that properly follow the rules and grammar of the language. A good example is the Russian kuzdra "Гло́кая ку́здра ште́ко будлану́ла бо́кра и курдя́чит бокрёнка", which in reality doesn't mean anything, but sounds completely Russian! There's an infamous one from the Muppet Swedish Chef. It goes "Börk börk börk börk". The word is exactly what you described - a word that doesn't mean anything but sounds like a language, which in this case is Swedish. Funny enough, the word itself is now associated with dogs, Pomeranians in particular, so it kind of means something now?
