    My vote goes to Lugia.
    Despite me loving fire types the most, Lugia stands out as my most favorite Legendary.

    I always liked Ho-oh more than Lugia, even back when Lugia was stats wise the best Pokémon ever during Gen 2. It's just the phoenix like design and how it represents Gold, which to me was always superior to silver symbol-wise. Adding to that there is the tie-in where Ho-oh was seen in the first episode of Pokémon, which I used to actually watch back then. Always been Ho-oh for me, and still is.
