All of these answers can be right from different points of view, in game and out of game.

Bulbasaur-The first Pokémon of the National Dex
Mew-Described as "the ancestor of all Pokémon"
Rhydon-The first Pokémon ever created and designed by Gamefreak and Nintendo
Arceus-Said to have created the universe

    What would your answer be?

Let's try to expand a bit and avoid one-word answers. I'd have to go with Rhydon myself, being the very first Pokémon ever created by the creators of the concept to begin with. In my view that trumps the canon-reasons for Mew and Arceus overall.

that may be true but i'm personally comfortable with the thought that Arceus is technically the God/Creator of all others like irl cuz i remember asking nintendo though comments on old forms when i was younger asking "where did Pokémon come from?" and "Do Pokémon have a god like we do?" and so on X3 so i'm-a go with Arceus personally it answers my childhood questions at last lolz XP

    Bulbasaur.

I feel the Rhydon thing is cute, along with Mew, and Arceus is as irrelevant as our "real life" gods.

I raise a second point. To everyone saying Bulbasaur, would they rather have Victini?

Arceus gets zero priority with me. Nintendo broke their logic in half by saying that a Pokémon created the universe in which the ancestor of all Pokémon resides. First come, first served, Mew gets to be the creator in my eyes. Plus, Arceus is 'described' to be the creator. Pokédex entries are becoming increasingly questionable in factuality. "Legend says this Pokémon created the universe." "It is thought that it can grant any wish for one week every thousand years." "It is thought to have created Sinnoh x2."

We can't get any facts when it comes to this.

Arceus is just a stupid holy goat.

From a lore point of view, I think it should be Victini. I thought about it a little more - whoever writes the Pokédex (presumably highly educated professors) had good reason for it to be first.

Rhydon- first one made is just the first one made, he's the first, can't argue with that

I would reply "E- All of the above" really.

I think there's no canon contradiction. Arceus created everything, including Mew, and colonies of Mew had variations as the ancestors of all Pokémon that led to so many varied species. How the Mew population thinned out drastically is a mystery.

I initially thought that Arceus was "The Creator" for awhile when I had Diamond. But after reading the others' posts, I'd say Mew. The description in the Pokédex entry is "ancestor of all Pokémon," therefore, Mew created Arceus. How that came about is a mystery.

Depends how you read the question. First Pokémon in our world? First Pokémon in the anime world? First Pokémon in the Pokédex?

Outside the anime, in our world, Rhydon since it was first created by the company :)
In the Pokémon world I'd say Arceus since it created the universe.

Mew is an ancestor but the universe came first I bet?

Bulbasaur is just first in the Pokédex :(

Arcues! He created all Pokémon, he is a god. He must have created Mew as well. :)

A relivant and interesting thing imo, Rhydon was the first made, but Mew was the first patented

I always figured Mew, since not only was it "originally" the first Pokémon of the Pokémon universe, but it was also the first to be patented, as Trainer_Ebony pointed out. Saying originally in quotations, since Arceus raises the question of who was first. Shinnoh seems to be filled with a lot of myth and speculation, so it could have definitely been Mew, or it could have possibly be Arceus, though I believe Mew came first.

Arceus created the universe. I guess Mew is something that came about when everything else was created, like how life came about when our universe was created. In that sense, Arceus would be the God whereas Mew would be the bacteria that spawned after Arceus created the world, that later mutated into the Pokémon we know today. Perhaps Mew was the ancestor of all mankind as well, who knows, it has some human features.

To expand upon mine, I'd say Bulbasaur is first if asked the question spontaneously since it's the first in the Pokédex.

I would have to agree with everybody who said Arceus, it's the Pokémon version of God and is the creator of the Pokémon universe. I don't want to get into a theological debate so I'm just going to say that if it created the universe I would think it was the first Pokémon.
