How would you construct tiering?

    As we all know, Pokémon tiering is one of the most popular ways to divide competitive battling in a way that makes things as fair, creative, and competitive as possible. Smogon has tiers built on competitive usage (as on PokemonShowdown), and moves Pokémon up and down tiers based on usage and suspect testing. ​
    If you were to control tiering for your own metagame, how would you do it? Do you prefer usage stats being involved, or would you use voting polls on individual Pokémon to bump up a Pokémon's tier? Is there another method you would use?​
