If you want to make things harder on yourself then a rake can be a type of pullbroom. I wouldn’t recommend it since pulling anything smaller than leaves is a nightmare.
I would say no because the definition of a broom is: a long-handled brush of bristles or twigs, used for sweeping. A rake is usually made of metal or plastic so it wouldn't be a broom.
