Join Avenue

Yeah, random people will walk in every now and then, I believe the amount of people per day increases with the popularity of your Avenue.

 

Everytime you talk to someone in the Avenue, he/she will ask for a certain shop, or person. If you take him/her to the right shop, they'll make the popularity go up.
For example "I want to buy things" means any store where you can spend money.
Or "I want to go somewhere with a female clerc" means... Well, you get my point xD

 

I tend to use this when I play my Black 2 game. It's helped me out a lot with the Avenue.

You get more people there from doing trades or otherwise interacting with other people who have the game. Otherwise, a set number of NPCs visit every day. The number increases as the popularity of the avenue grows. Sometimes you get gym leaders who can instantly level up a shop and the avenue itself if you send them to the right shop.

When I downloaded all my Pokémon from White to Black 2, my Join Avenue was filled with youngsters with broken names because I used PokeGTS to upload them and therefore there wasn't another trainer to base a visitor off. I got lots of points from them, but it was still pretty fun.

 

That may well be because your avenue is full. You can only have eight shops and there are mercifully only eight to choose from, allowing you to have one of each. I recommend that you use the page that DracoFeathers linked, as I have used it myself to gain lots of points on the avenue. More people will come, including the occasional gym leader, allowing you to boost your levels faster. You can gain many very useful services such as ones that shave a massive chunk out of fifth generation EV training, decrease EVs, and even make eggs hatch faster because that shoddy little stretch of road beside the daycare is in no way useful as a hatching route, and you'll often need assistance.
