Just a thought I had, the Master Ball used to be a one of a kind prototype Pokéball given to you as a reward for great heroism. These days its a prize given away in daily raffles. An item that can LITTERALLY AND EFFORTLESSLY CAPTURE GOD is something given away like nothing... WHY DOESNT EVERY EVIL GROUP USE THESE?! Wouldnt you think, with how easy these things are to get your hands on, Kyurem would be in Ghetsis pocket right now?

I get the impression they are expensive as hell to produce in the Pokémon universe, a limited-quantity kind of thing entrusted to high-level researches and scientists. The raffle thing I see as similar to a lotto jackpot, very low chances of getting an awesome prize; millions of dollars are up for grabs in real life lottos but everyone doesn't have millions, not exactly tossed around. You only get a guaranteed 2 in Black/White 2, both only from clearly influential people in research and science fields. Ghetsis would resonably have had the money and resources to get one, I can agree there, but he did sort of get Kyurem anyway for his uses, for a time. He could have used one. Besides the obvious "making it too easy for the villains and not providing the right opportunity for conflicts in the game" thing which is basically like saying "it's a game, it doesn't have to make sense" I view Masterballs as being slightly more available that before but still rare and difficult to produce. That's the only way I can logically reconcile everybody not using them all the time.

Which makes me think that an evil team infiltrating labs creating Masterballs, kidnapping creators or stealing a limited supply would be a great concept for an event in a game.

Perhaps, due to the unethical nature of capturing any Pokémon without giving it a chance makes the production of Master Balls a controversial topic in the Pokémon universe. A trainer Pokémon with a strong attachment to its trainer would have no choice but be caught if people ran around catching them with Master balls and fleeing the scene like a spontaneous kidnapping, whereas hooligans with regular Pokeballs would have to contend with a very pissed off Pokémon once it breaks out of the less-than-effective Pokéball, not to mention its trainer.

Maybe I drifted from my original point, but I think I got it across. Unethical.

There are other certified catch balls, like Park Balls and Dream Balls, but their distribution is probably heavily policed.

You could get them from the lotto starting from Gen. II. The raffle is just not based on your Pokémon's OT.
I hate using masterballs anyway, I don't like the color and I don't like it for it to show up on my Pokémon's status screen... A legendary caught in a masterball is pretty lame in my book!

In the times after Missingno I end up hoarding them, "saving" them, but as such in Black 2 I never used a single one, and I've caught every legendary I can get in the game at the moment. Such is life. They certainly aren't needed. I guess I'll save them if I happen to run into a shiny that uses Perish Song sometime. I will probably catch Mewtwo in HeartGold in a Masterball for old times sake though.

Well, team rocket tried back in the day, when it was a one of a kind. But now u could just rob a shop on join avenu and u got one.

It being unethical wouldnt stop Ghetsis... or realy any leaders of evil teams. Itd stop regular trainers, and it usually stops me, but I cant imagine that stoping them.
Calling back to RBY again, the Master Ball was the entire reason Team Rocket invaided Silph co. So an actual example of a group that wouldnt hesitate to use it.

Oh yeah, Rocket did, didn't they. Forgot about that. Well, it would be good to see again if they are more available, a team getting a hold of an elite supplier as a throwback, however I still don't think there are just a plethora of them around in the Pokémon universe, maybe one high profile prize on Join Avenue at a time and a limited supply for scientists, otherwise everybody would be using them and talking about them, and they'd be for direct sale somewhere.

Actually, Team Rocket was most likely trying to save the world.

In Generation I, you got to read the whole Mewtwo entries in the Cinnabar Mansion, and it depicted the discovery of Mew and you read about how it gave 'birth' to Mewtwo, but when cross-referenced with the anime, Mewtwo was extracted from Mew's DNA. The result was a Pokémon that was too Powerful in order to be controlled.

With Mewtwo being too hard to control, Giovanni takes the steps to steal the Silph Scope, which could see Ghost Pokémon. Ghost Pokémon were one of Psychic's few weaknesses, which Mewtwo was. When the player gets the Silph Scope, Giovanni has to resort to taking the Master Ball in order to contain Mewtwo, because if not properly controlled, Mewtwo had the potential to destroy the world. So the player ruins Giovanni's plans, but luckily, is strong enough in order to beat Mewtwo or capture it.

At least that's a theory I read, but it seems pretty legit to me.

By unethical I didn't mean it would prevent people from using it, but prevent Silph from making them en masse. That's why they're given to legitimate Pokémon professors like Oak, Elm, etc.

I don't get how a Masterball being one hard to get prize for a lotto/raffle=Join Avenue vendors having a bunch of Masterballs lying around. They're not handing them out left and right. In real life the people you buy tickets for a lottery from don't have a millions of dollars just lying around for everybody, it's like a high-profile, rare winning. If Masterballs were as common as you imply they are in the Pokémon universe they would be for direct sale from shops.

Except the vendors hand u your prize on the spot, meaning they must have atleast a couple master balls on them at all times. Im not saying theres a ton of them, but alot more than there used to be. Enough that an evil organization would be able to swipe atleast one with minor effort.
