Most Confusing Character

Every Pokémon game comes with a huge amount of characters, some more important than others. Some of them are pretty straight forward, such as Nurse Joy or the Pokémon Professor. However, there are always a few characters that will just confuse you at some point. Whether it's because of something they say, do or something else, they will make a big question mark appear above your head. What character fits this description for you?

For me, it'll have to be Gym Leader Bugsy. At first, I didn't think anything strange about the Bug type Gym Leader in Johto, but that was before I found out... That Bugsy is actually a boy! Seriously, I was convinced that he was female all the time! Even now, you can barely tell its gender by the official artwork...
