If I were Lillie and couldn't use pokeballs...I'd zip up the bag and stick a padlock at the end of it. Unless Nebby now has the ability to phase through bags
I'd also use a Poké Ball. Then I'd evolve it into its final form so it can defend itself and look awesome while doing so.
Lure it into Kurumi's bag with some Pokepuffs, and then slam it shut. Let's see Nebby's little smiley face go down!
I just remembered why Nebby is an escape artist though. The only two moves it has is Splash and Teleport XP
Dang it The little cloud will escape every time then... unless there's another item that nullifies Teleport.
