I wrote up this quick bio of a possible Steel-type Gym Leader, hopefully a written description is good enough! Feel free to not use him if you don't like him, or edit some bits about him if you want.

Personality & Extra Info:
-Soft-spoken, yet very knowledgeable about different kinds of Pokémon.
-Quick to encourage others, rarely gets angry except under very severe circumstances.
-Ex-librarian at the Canalave Library, enjoys researching and studying.
-Studied steel-types at a young age, Scyther was his first Pokémon.
-Practiced swordfighting and fencing due to his fascination with Steel-types. Often carries around a silver sword of his own.

Appearance:
Hair: Silver-colored. Nearly shaved on the sides, a bit longer on top and slicked back (undercut).
Eyes: Steel-grey with a hint of blue, wears rectangular reading glasses.
Face & Skin: Pale skin, almost no blemishes or freckles. Has long, thin scar on his right cheek that he received from his Scizor before catching it as a Scyther. Oval-shaped face, pronounced cheekbones. Has a small silver goatee on chin.
Body type: Average height, on the skinny side. Has some lean muscle mass from sword training.
Typical clothes: Typically wears semi-formal attire, this can vary (ex: V-neck sweater over a button-down shirt, with slacks and dress shoes).
-Has an affinity for capes and long jackets.
-Always wears a silver sword necklace that has a Mega Ring embedded in it.

Eterna City Gym Leader: Josseaume Kylian (Pronounced 'Joss-ohm')
Specialty: Fairy Type
Gender: Male
Badge: Flower Badge (Has six petals, having 2 of each color: Blue, white and pink, the center being yellow)

Tidbits and whatnot:
Josseaume's mother hailed from Kalos, hence the French-sounding name.
At a young age, Josseaume got lost in Eterna Forest while playing with his friends one day. A search party found him about two days later, earnestly guarded by a White Flabébé, who wouldn't leave his side. What was strange is that he didn't look scared. Instead, he clamored on about how he saw the fairies dance, and now understands the true meaning of beauty. Ever since then he became obsessed with Fairy Pokémon, and he was never quite the same. Some think he went mad during that time in the forest.

-Josseaume usually smiles all the time, and often loses himself in thought (See the expression 'Être dans la lune' [To be on the moon] - French equivalent of 'Having your head in the clouds), requiring the other person to call him back to reality.
-He is also prone to mood swings.
-Dreams of one day encountering the legendary Diancie.
-I think we have a good definition of Lunatic here!
-Pursues the Fairies' "True Beauty" through thought and expression in his Gym
-Also pursues their "True Power" in battle
-Dislikes Mega-Evolving his own Pokémon, as he thinks it makes them aberrant and it hides their true form and beauty
-He's frustrating in the sense that he holds his own ambitions above his position as Gym Leader, and so it might make you wait a bit of you come at the wrong time
-He seems like a an inoffensive loon, even when in a Pokémon battle, but he commands his Pokémon with a surprising (and frightening) viciousness and precision that is a paradox to his detached demeanor.

Clean shaven, slightly red cheeks

Wears a light red jacket over a white woolly sweater. A plastic blue rose can be found sticking out of on of the jacket pockets. He often takes it out to smell it, despite it not having any scent.
Has brown corduroy pants, and a pink scarf wrapped around his waist.

-His Gym' theme is something like an 'Elven Forest', making use of ex-Gym Leader Gardenia's plant theme (If she exists/existed in this world)
-Exotic plants, drooping willows, hedges and dancing lights everywhere
-He sits on a hedge throne, smelling his Blue Rose

Hmm... I'd be willing to bite. It's been a while since I've tried coming up with any Pokémon characters, but I hope this quickly-written one for a possible Sunyshore leader is okay! Do feel free to add or change anything that's listed, if he's chosen.

Sunyshore City Gym Leader

Name: Lambert "Dynamo" Sonata
Element: Electric-type Gym
Gender: Male
Age: 21

Personality: Lambert, often nicknamed "Dynamo" by young trainers from his well-standing reputation as a gym leader, is a relatively easygoing type. He is very proud and does not admit defeat easily, but is a good sport whether he wins or loses and will always congratulate his opponent on a job well done after every match, grudgingly-at-first handing over a badge to anybody who manages to fight him and win. He does have something of a tendency to get frustrated easily, but it's rare to see him give up on something he has set his mind to; whether it be helping someone else or trying to win a battle against a strong opponent, his determinator side will often see him through until he either succeeds or fails. Because of this, however, Lambert's stubborn attitude can sometimes prove to be his own undoing. He is an aspiring musician who takes up the electric guitar in his free time, and a lot of things inside of his gym reflect his love for rocking out by being music-themed. His Rotom and Raichu are usually outside of their Pokeballs a majority of the time when not challenging trainers, seeming to be his two closest Pokémon.

Appearance: He usually wears a pair of black sunglasses, either on his face or propped on his forehead. He can usually be found clad in black shorts and wearing a pale yellow tank top with a white line running horizontally around it like a heart/pulse monitor. A punkish, spiky black collar can be found around his neck, along with a silver chain that has two silver lightning bolt-shaped charms attached. His hair is somewhat spiky and jet black, and when his sunglasses aren't hiding them (which is rare), his eyes are a dark green color. He typically wears red-and-white high topped sneakers and a pair of headphones around his neck, though never seems to be listening to them. Matching the collar around his neck are two similar bracelets on his wrists.

Hearthrome City Gym Leader: Hextilda MacCoarson
Specialty: Dark Type
Gender: Female
Badge: Grin Badge (Looks like a stylized Scary Face, like the one in the move)

Tidbits and Whatnot:
-Hextilda was always put aside by other children in her past, as they thought she was weird because of her unique tastes.
-She finds affinity for Dark Types in that generally non-Trainers tend to be wary of them and avoid most wild Dark Pokémon when possible. She believes they are misunderstood, like her.
-When not seeing to her Gym Leader duties, she uses her free time ever-perfecting the Funhouse she also owns.
-She tends to test out new concepts in her very Gym, on Trainers who wish to battle her.
-Always tells a joke after a battle

Apperance:
Long and thin, almost bony (Think Jack Skellington, but less extreme)
Dark skin, yellow eyes
Has sharp facial features (Long pointed nose, high pointy cheekbones, etc.)
Short, white hair

Wears a black and purple spiky formal men's attire (More particularly like the one worn by Don't Starve's Antagonist Maxwell)
Also has a black top hat that seems to have bite marks on the front-left, she wears it slightly tilted to the right.
A Zorua (Named Zufi) is on her left shoulder, he enjoys using its Illusion to change its appearance into various forms to baffle the challengers. Child of Sienna the Zoroark

I have updated my previous post with a picture and items. To answer your question about the Magikarp, yes this is a form of deception that she uses in battle. Many trainers underestimate her Magikarp, but it can be a force to be reckoned with. A great example of this kind of deception would be Elesa's Tynamo in the anime. Its so small, but it packed some serioud fire power behind it.

- Soft-spoken, stern, elegant and holds herself regally.
- Is often described as being as cold as ice due to her frosty personality.
- Likes the fine arts such as tea ceremonies and flower arranging; which she happens to do during her free time.
- She actually likes children however seems a little out of her depths whenever she encounters a rambunctious child.
- She loves wearing kimonos.

Appearance:
Hair: Platinum blonde hair that is styled in a bun using a crystal-like chopstick.
Eyes: Dark cerulean coloured
Face & Skin: Pale skin, due to her not going outside without an umbrella. She also has many scars due to accidents. The most notable is located on her arms and a very deep scar on her right collarbone.
Body type: Petite and relatively short.
Typical clothes: Kimonos, mostly following the theme of ice and snow.

- She also wears a pinky ring in honour of her younger sister who perished at a young age.

Gender/Age: Female, 56

Appearance: Usually wears a black ball gown, with a decorative purple masque over the right side of her face. Wears her hair in a long braid with a grey ribbon.

Personality: While she tries to act reserved to her challengers, she often becomes too excited to keep up the calm facade. She tends to either not think things through enough or to drastically overthink things, and she often simply ends up going with the flow. She is a casual and energetic person outside of battle, and will often be late to or miss challenges because she got distracted or up and decided to go on an adventure.

Extra: She only attempts to be reserved and professional to please her elderly mother, who was also a gym leader once.

Personality Description: Leon is a strong-willed battler, someone who believes in fighting until the bitter end. He's very competitive, perhaps to a fault. When it comes to battling, he's the type of man who prefers overwhelming power over strategy. If he believes his opponent fought admirably, he'll gladly give them his badge, the Shield Badge. His voice is loud, often unintentionally so.
Appearance: Leon is a well-built 40-year-old man who prides himself in his appearance. He wears a full set of gladiator-style armor, though he sometimes leaves his helmet off. His armor is mainly silver with bronze accents, and he wears a red cape with his badge design on it. He has black, crew-cut hair and a moderate beard. His Mega Stone is embedded in his right-hand gauntlet.
