Hello! It really depends on what you mean by "talking to". If you want to discuss a certain subject, look for a forum about it. If you just want to chat, the Lounge is open to everyone! And the RP Institute - where I'm at almost 24/7, I should stop - is for role-playing, a simple way to get to know everyone else and the worlds inside their heads.
I’m always down to have a conversation with people. Though if you want to talk to actual interesting people than you should listen to mi amigo above. Also, discord. LV’s discord is the “once you go, you can’t leave” type of thing
