Phione: A Legendary Debate

    Phione, the Sea Drifter Pokémon. Ever since its debut in Generation IV, people have been speculating about whether or not this Water type Pokémon is legendary. There are many arguments for both sides, which I'll list right here:

    Arguments for Phione as a legendary Pokémon
    • In Pokémon Mystery Dungeon: Explorers of Time/Darkness/Sky, Phione's traits are only shared with other legendary Pokémon (100% recruit rate, never battled, etc.)
    • It is banned from the Battle Frontier, Battle Subway and the PWT, just like other event legendaries.
    • Phione does not appear in any Regional Pokédex, just like the other Generation IV Legendaries.
    • The way to unlock Phione in Pokémon Rumble Blast is the same as the other legendary Pokémon.
    • In the special 2012 Pokémon Power Bracket event, Phione was featured among the other legendary Pokémon.
    • In the 2014 Battle of Legends Tournament, normally banned Pokémon were allowed, with Phione once again among the other legendaries.
    Arguments against Phione as a legendary Pokémon
    • Phione is able to breed, unlike other legendary Pokémon.
    • The official Pokémon HeartGold/SoulSilver game guide states that Phione is not legendary.
    • In Pokémon Ranger: Guardian Signs, all legendary Pokémon are referred to as either "Legendary" or "rare", but Phione is not.

    So what do you think? Is Phione legendary or not?

    It's kind of easy to see that Phione is a legendary because there is much more backing it up. However, since it's such a strange and unique mon in how you get it, that it is just an exception to that breeding rule. Either way though, Phione is still a bad Pokémon.

    At best, I think Phione is a "demi-legendary", but, personally speaking, I don't consider Phione a legendary.

    I was looking at Phione's Bulbapedia page, and I found this:


    Made me chuckle for some reason. Seems no one knows the answer to this mystery, not even Pokémon.com!

    Anyway, I don't strongly consider it a legendary or not a legendary, it's not really an issue I'm going to lose sleep over, heh. Very interesting dispute nonetheless!
