    Not so much an evil city as evil factions. They would be comparable to the evil teams in this universe, but they are not direct analogues of the evil teams.

    They don't really have a town they took over, just bases and strongholds scattered through the world. Some factions are stronger than others, but they all have their own goals and ambitions, so they don't really interact.
