In gen 5, if you put 0, the strength of HP would go down to 68 as opposed to 70. But I'm fine with 0, won't make too much of a difference against what I'm using HP ice on.
Hidden Power is always 60 BP in Gen 6 anyway, which is why the 31.0.30.31.31.31 is considered the best HP Ice spread. If you like the one with 0 better than the 31.x.30.31.31.31 spread, then that would cost 10 more PokéPoints. Are you okay with that?
