Pokémon Anime Reason for Shogo Sakata's replacement of Katsuyuki Konishi's voice role as Cynthia's Garchomp

Katsuyuki Konishi had provided his original voice role as Cynthia's Garchomp originally for the original Japanese version and International dub of the Pokémon Diamond and Pearl anime series. However, for the Pokémon 2019 new anime series (known in the English dub as the Pokémon Journeys anime series), despite Katsuyuki Konishi providing his guest voice role as Lauren's Croagunk, Shogo Sakata had replaced Katsuyuki Konishi's voice role as Cynthia's Garchomp, now I wonder why you think? Is that because Katsuyuki Konishi decided that he wouldn't be available due to scheduling conflict? Please let me know, thanks.
