I'm doubling Masquerain's speed because have you looked at it? I think Masquerain was severely robbed of its potential due to its lack of a speed increase. Even Surskit is faster than it! Masquerain also has a lot of coverage with its movepool, but its bad typing and mediocre special attack make it not so dangerous. With more special attack it can actually do some decent damage. With a sprinkle of special defense and defense combined with its intimidate ability, it helps it be not so frail to attacks.

 

If anything, Parasect really needs a buff:

The poor critter just can't take hits, and needs something to help it out. If it was me, I'd even give it access to Filter, to help out with its many weaknesses.

Also, sidenote, I'd like Parasect to have access to a move like Horn Leech or something. I know the name may not make exact sense, but Parasect deserves a move like this. I know it already has Giga Drain, but that's a pretty awful move to give it, because of its awful sp. attack.

This may be a little much, but Delcatty is really lacking in... well... everything except maybe HP.

This thing is so close to being viable, if you give it just a bit more speed and power this thing has the potential to do very well in the metagame. I really, really want a viable physical electric attacker in lower tiers, and this is exactly what it would need to become that monster.
