    Question! I've seen some bases where there is a second level? How does one get onto the second level? Also, will your secret base expand the more flags you get? Sorry for all the questions!

    You need to buy stairs for a hill or a solid board for a hole. These are available on the roof of Lilycove Department Store on Saturdays. Your base won't expand due to flag count (it can't really at all)
