I've never actually thought it was his hair, and I personally didn't see it until I heard someone mention it o:

When I entered Cerulean City for the first time in Yellow, I thought it was just a man wearing a tall bearskin hat. In fact, I continued to think this until I was able to teach Surf to a Pokémon and surf up there to find out what the man was really there for (to block access to the cave because horribly strong Pokémon lived in there, therefore access would only be available to those who beat the Pokémon League.)

I even did artwork visualizing this on my deviantArt account.

 

I see it as a hat, to be honest.

This guy was hilarious, but also really annoying. As a kid I HATED this guy. I thought he was out to get me.

 

Ah that brings back the memories, nah I never though that was his hair though.

 

I definitely never thought of how it looked like that before. Now whenever I see that guy, all I will see is his crazy fro lol.

On a side note, I always thought it was funny how the world's most powerful Pokémon at the time (Mewtwo) was unable to leave a simple cave because that guy was blocking it. Video game logic...
