This is sort of a question. Where have you noticed more Pokestops or Pokémon? Because I live in a small rural area and there is almost nothing
I've noticed that there are quite a few PokeStops that appear when I play, and it's like in the middle of nowhere, but usually there is some kind of sign next to the road that signifies that something important was there or still is there. If you live close to a town at least, I notice that the Post Offices are usually PokeStops, and most parks are ones too. I haven't played in a while though (mainly due to the lack of PokeStops around me that I can get every day and still survive), but that's mainly what I remember.
I find most near Starbucks and usually just when I walk near stops, like around my little downtown, there are a LOT of stops; I don't mind many when I just walk around my neighborhood.
I stopped playing that game because I don't really live in a city so I couldn't really find anything. When I did play it, I could say they're mostly located in churches. I had to edit it because I didn't read the question right the first time ;-;
Where I'm from, I notice a lot of PokeStops at churches, parks, and especially tourism spots. I live in a rural area, so I actually have to go out of my way to walk a couple blocks just to get to the nearest church for a PokeSpot. It's not a bad thing, mind you. At least I get my 15-30 minutes of exercise daily (weather permitting, of course).
Usually, big cities that have a lot of artwork and important buildings have a lot of Poké Stops. The Hague downtown has a lot of stops, and my university city is a historical town which has around the same amount of stops.
I live rurally too but I'm lucky my work's right on top of a pokestop. But I havent noticed any new ones pop up!
Back home there are a handful, though none close to where I live, however there are tons on the college campus I'm attending.
There tend to be pokestops around either significant buildings (churches, art galleries, clubs, etc), public areas (e.g. parks) and memorials like plaques. Where I live, there aren't too many, but about a kilometre away from my house, there's a pokestop on every street. I suppose more pokestops appear in more densely populated areas, or where more people tend to go during the day.
