Well, theirs always that one Mon that isn't in any tier in particular but knows just how to rub people the wrong way, you can chose any underrated Pokémon in any format, hit me with what you got!

I'll start it off with one of my favorites

    Suicide Lead Omanyte!

    Omanyte @ Eviolite
    Ability: Shell Armor
    Shiny: Yes
    EVs: 248 HP / 252 Def / 8 SpA
    Bold Nature
    - Stealth Rock
    - Spikes
    - Toxic Spikes
    - Scald

This set is all about hazards, being used in FU and PU, it can hit most spinners hard with scald and ca also come in later to absorb attacks or come in with momentum with volt switch. You must always get stealth rocks up first, this cripples Pokémon like band ninjask and simisear. Spikes is there for if your opponents team looks more offensive, breaking any sashes and doing its fair share of damage, toxic spikes just in case its more defensive. Scald is a reliable move that can cripple opponents with burn but hydro pump can be used over it if there isn't a defogger or spinner and you want to hit hard, provided also you have toxic spikes up, use scald over all this however, its more reliable. This set works welll with electabuzz as it can absorb most things that do big damage to it and visa-versa, electabuzz also being able to take out prinplup relatively well.

    3... 2... 1... smash START!!!

Hmm, I feel like This is actually quite a good Pokémon

    [3D='swalot']
    Swalot @ Black Sludge
Ability: Liquid Ooze (Quite the underrated ability)
    EVs: 252 Hp / 252 Atk or SpA / 4 Def
    Nature: Adamant or Modest
    Moves
    Liquid Ooze
    Ice Punch / Ice Beam
    Gunk Shot / Sludge Bomb
    Fire Punch / Giga Drain

Liquid Ooze useful for trolling leech seeders
Swalot is pretty decent in both Attack and Sp. Attack, doesn't excel at either, able to use either
Can use a very wide moveset
Only major problems are Earthquake (use in doubles, that's what my Wide Guard Doublade is for) and Psychic types.
Oh yea, T-Spike remove as well :D

    [3D='audino']

    Audino @ Leftovers
    Ability: Regenerator
    EVs: 252 HP / 4 Atk / 252 SpD
    Careful Nature
    - Wish
    - Protect
    - Encore/Heal Bell
    - Double-Edge

Although Audino is NU, it has GREAT defenses and bulk, and great support moves along with an amazing ability. Wish support in particular allows for teammates to get 200+ HP from wish, which is a substantial amount. Along with its support moves, Double-Edge provides for a strong stab that can break subs and dish out significant damage against frailer opponents. It's viability in OU may not be that great due to chansey and clefable being better wish supporters, but give Audino a try if you're looking for a different wish supporter.

This is a great and underrated set which takes advantage of swalot's mediocre stats, although I should point out that liquid ooze is a ability and not a move.

Sometimes I feel like Audino looses half its charm through mega so lefties I feel is better! I recommend hyper voice over double edge as the recoil isn't friendly however, you have made a great underrated set which could work very well in the clericless Ru tier!

Well, there are some Pokémon that can do a really good job in OU and being in lower Tiers/Formats, but some weakness make them stay in their current place. I cannot say to much, just a few examples that can be Regirock and Nidoking that if you have a good team, they will do an amazing job.

To be honest, I'm surprised Lapras isn't even RU!

Lapras is really bulky, with amazing HP and decent defenses and offensive power. It's never failed me in OU, can even take super effective hits pretty well. I rarely see it, due to it being NU most likely, but with moves like Dragon Dance to set it up for sweeping, and the ability to avoid crits with shell armour makes it really good.

    Lickilicky.

Lickilicky is a amazing Pokémon to use.
It has good impressive bulk of 110 Hp, 95 in both defense and sp.defense.
It has 85 attack and gets a GIANT movepool making it a hard strong tank.

For example, I made this set.
    Lickilicky @ leftovers
    252 Def, 252 Hp, 4 Sp.def Bold/Careful nature
Ability: Oblivious (He doesnt want to get blocked from using status moves)
    Return (for stab)
Knock off (for dealing ghost types that return can't hit)
    Wish (Recovery)
Toxic (Block off tanky Pokémon)/Protect (for "Instant recovery")/Wish (Getting toxiced for this Pokémon is bad)

Well, what's one of the best offensive & slightly defensive typing in the game? That's right, it's Steel / Fighting. Flush with 8 resistances, the most noticeable of them being Steel itself & the still omnipresent Dragon types. Now, which one of these Pokémon boasts this typing & can also hold it's own in OU? No, It's not Lucario....
    Cobalion @ Leftovers
    Ability: Justified
    EVs: 140 HP / 116 Atk / 252 Spe
    Jolly Nature
    - Close Combat
    - Volt Switch
    - Iron Head
    - Stealth Rock
Yes, I have used Cobalion in OU to the tune of an ELO of around 1700 - 1800 & rising, & he has not let me down once. Now, Cobalion can fill a wide variety of roles in the OU meta. Need a fast Stealth Rock setter? Cobalion's got that covered for you. Need an Offensive Pivot to pivot out of Gyarados, Heatran, Rotom-W, & others, A Pokémon to take out pesky Fairies such as Gardevoir Mega, Clefable, & Sylveon, a Pokémon that can straight out take on or beat Bisharp, Ferrothorn, Lati Twins, & a myriad of others? Cobalion has all of that covered. Still not convinced by the set? Just go to that Damage Calculator & do some math & you'll be convinced in no time.

    [3D='352']

    Kecleon @ Assault Vest
    Ability: Protean
    EVs: 252 HP / 252 Atk / 4 SpD
    Adamant Nature
    - Power-Up Punch
    - Drain Punch/Last Resort
    - Shadow Sneak
    - Sucker Punch

With an Assault Vest, Kecleon's Special Defense is 414. Power-Up Punch is for raising Attack, while the other three moves are for abusing said Attack. When using Protean, the combination of Fighting, Ghost and Dark types can cause some confusion for the opponent.

Since Kecleon has low Speed, you want to keep Shadow Sneak and Sucker Punch, just so that you can abuse your Attack and Ability. The choice between Drain Punch and Last Resort all depend on the trainer and/or Kecleon's teammates. Drain Punch keeps it alive longer, while Last Resort is there if you want to get nasty. B)

Beware of Will-O-Wisp when using Sucker Punch!

    Perfect place to post this:
    [3D='Clefable']
    Clefable @ Leftovers
    Ability: Magic Guard
    EVs: 252 HP / 252 Def / 4 SpA
    IVs: 0 Atk
    Bold Nature (+Def, -Atk)
    - Cosmic Power
    - Softboiled/Wish
    - Stored Power
    - Charge Beam
Description: Clefable's pure Fairy typing allows it many opportunities to switch in. Magic Guard is an excellent ability, protecting Clefable from entry hazards and other kinds of passive damage, and allowing it to function as a great status absorber. Cosmic Power boosts both Defense and Special Defense, while increasing the base power of Stored Power. Charge Beam hits Dark type Pokémon and can boost Special Attack. Softboiled restores 50% of Clefable's health, allowing it to continue setting up. Wish may be used instead to provide team support. 0 Attack IVs to take minimal damage from Foul Play.
