This is totally based on opinion, and I would like to hear yours.

There we many criteria upon which we can critique a game. Let me list a few:
-Graphics, Music, Gameplay, Environment, Story, Characters, Replayability, Difficulty, etc.

In order, this is what is most important to me:
    1. Characters
    2. Soundtrack
    3. Plot
    4. Gameplay
    5. Environment
    6. Everything else

As somebody who reads a lot and composes music, Characters and the soundtrack are both crucial to my gaming experience. Those are the reasons I love the games I love.

What criteria do you judge games off of? Rank them from most to least important!

Here's my criteria, though I think I've only played one game that met all of the criteria, and that would be Majora's Mask.
    1: Unique look and atmosphere
    2: Sidequests/collectible items
    3: Lore
    4: Developed characters
I'm sure there are other things that I enjoy in games, but these are the ones that really come to my mind.

For me, what I look for in one genre of games can often be different than from another genre. For example, I don't examine the characters in Super Mario Bros./World/etc. in the same way I would examine characters in an RPG like Octopath Traveler, y'know? So, while it would be difficult to give an exact list for each genre, patterns do emerge by looking at all of them:

    1. Story/Plot
    2. Characters
    3. Music
    4. Mechanics
    5. Difficulty
    6. Environment Design
    7. Others
The reason why I put story and characters above music, despite loving music, is because there are plenty of games out there with great music but a bad plot - just look at FF7, or Fire Emblem Fates. Awesome soundtracks, but the people involved are bland, boring trope-parades and the plots are plodding messes that are painful to endure. However, as I mentioned earlier, games like Super Mario Bros. succeed despite having a barely-there story and characters with no depth because the music is incredible and the level designs are challenging but beatable.

Gameplay (so no unintuitive controls, forced tutorials, clunky levels, boring grinds or game breaking bugs. Give me the choice to focus on one specific mode instead of forcing me to do every mode.)
An interesting world filled with lore and secrets (I like looking for secrets and achievements, as well as learning about the world)
A good story (It doesn't necessarily need to be complex and have twists and turns--this is why Mario's endured for so long)
Likeable characters (Give me a reason to care about these characters and this world, and give me at least one to cheer for. Enjoyable voices a plus)
Good Music (If a track sticks with me long after I'm done with the video or turned the game off, it works)
Graphics (so long as I can at least tell what the world looks like, I don't really care about graphics.)

    1. Characters [Good example: Pokémon Sun and Moon]
    2. Plot/Story/Lore [Good example: FNAF (lore, not so much plot)]
    3. Gameplay/Difficulty [Good example: Highly subjective, based on personal wishes]
    4. Graphics/Environment/Variety of locations and ease of travel [Good example: Super Mario Galaxy]
    5. Music and its significance (if any) [Good example: Undertale]
    6. Replayability [Good example: Smash Bros. Series (mainly Brawl, since it actually has a main story)]
    7. Lack of Extreme Annoyances [BAD example: Mario Party 8 (the host)]
    8. Other stuff
