    Alright , i don't know exactly what you're saying here. If it's on the site it's completely random, and just up for chance. As for in Pokémon games ,

    PLets go has the highest shiny rates.

    SoulSIlver and HeartGold have a 100% of finding a Red Gyarados .

    @13eevee The site shinies are back to their normal rates so its a pretty low chance but anywhere on the board. The shiny rate goes up after certain special events on the site like the Summer Scramble.
