I have 2 brothers in a christian college, and they can bring a laptop. The only regulation that I can think of being different is no R rated movies

Ugh Cobalion took me forever too. The other two were okay. But not this guy. He kept trying to kill my Pokémon off. And he eventually kept killing himself because of Struggle xD so i had to keep "soft resetting" to finally catch him.

Maybe gamefreak intended it to be that way, to make it more challenging and full of "thrills" for us players... lol.

Yes, it did. How easy it is to catch a pokémon is dependant on a number determined by the species' Catch Rate. Most legendaries, except for a few (Reshiram, Zekrom, Dialga, Palkia, and Shaymin I think), have a catch rate of 3. The lowest a non-legendary pokémon's catch rate can get to is 25 in rare cases, 45 in lots of others, and the highest it can get to is 255.
