I draw on my phone with Sketchbook Pro, using my finger because I don't have a stylus . I used to do my art on Photoshop back when I had a tablet.
I use Photoshop for what little digital art I do. I'm not a very good artist so I usually just end up using the basic Photoshop skills I've learned in the Digital Arts class I took to make memes or something, haha.
I mostly use a site called Pixlr for editing/drawing. Sometimes I'll use Gimp if I want to animate as well.
For a tablet, I use a Wacom Intuos Art. I've tried a bunch of different apps, but the one I've settled on is Krita.
I use my phone on occasion, Quick Memo+, it came downloaded with my Stylo so I don't know if it is on the app store. My most common drawing application is FireAlpaca on PC, a free lesser version of Sai.
I use Photoshop CS5 as well, with a Wacom Bamboo tablet. I'm a lot more comfortable using that than anything else, honestly.
