Im a bit late replying, but the Pokémon I was thinking of was Cresselia. I think it was kind of tricky because its signature move, Lunar Dance, isn't one that does damage so it's probably overlooked.
Oh. Well, to be fair a lot of Sinnoh Pokémon had a 'signature move' (especially the Legendaries)... perhaps a clue that referenced its Pokédex entry would've made it a bit easier?

I did try to narrow it down a little bit by saying no other Pokémon could know it, but that does apply to a lot of the legendary Pokémon in that generation. I was thinking more about how Darkrai could have Roar of Time or Spacial rend, so at least Dialga and Palkia wouldn't fit. I thought of using its Pokédex entry but I thought it would be too obvious if I did. I probably should have.
That's one reason I chose Vespiquen. It can only know Pressure (outside of those silly Hidden Abilities they added from B/W's Dream World) and learns two unique attacks: Defend Order and Attack Order. No other Pokémon (in DPPt, anyway; no idea if they gave those moves to anyone else) can learn those attacks.
