    Since Sprout is a Grass type, Water Gun is not very effective, and, according to the battle rules thread, thus does one less damage (leaving Sprout as 21/22HP).

    Got Tasha Yar to level 15, so, Bubble Beam! It's not very effective, so it will deal 3 damage, leaving 3/4 PP left and Sprout at 18/22 HP.
