For Riolu, Ia is not sure, but for Eevee, snooping searching around Intro Lobby should work, da~

 

Riolu can be found in the ValorDex section, as for Eevee, you can find them in the Intro Lobby. At the moment, you can’t get Sylveon. Kanto Eevees(Vaporeon, Jolteon, Flareon) will have a “K” next to it, Johto ones will have a “J” next to it etc. You can’t use items to evolve Eevee, so you’ll have to test your luck and wish you don’t get any duplicates.

 

To avoid getting any duplicate Eevees, catch only the ones with the mention "Not in your collection", and don't evolve the Kanto ones until you've got three of them (remember, only the ones not in your collection), and in the same way, don't evolve the Johto or Sinnoh ones until you've got two of each.
The explication: the Catcher sees the Eevees evolving differently as completely separate Pokémon (that's why you take only the ones not in your collection), and when you evolve a Pokémon it's not counted as "in your collection" anymore (that's why you wait until you've got all the Eevees of each type before starting to evolve them.)
Btw, Eevee evolves at level 20 ^^
