Why not both? I don't like Sprigatito. Compared to its fellow grass-type starters, it looks kinda bland. I genuinely thought it was a Fakemon when I first saw it. For the other question, Chikorita definitely. The evolution line isn't as bad as some make it out to be; and anyone who watched the Johto saga knows how big of a mood Bayleef is.
