If the Pokémon has control over heat, it can choose to take away heat from the surroundings, making it colder. Maybe change the name to “Temperature Control”?
Temperature Control sounds better. 'Controlled' heat indicates fire for me. It could be an Ice type move when it hails, and a fire type move when sunny day is active.
Tailwinds is flying obviously. Rain is water, sandstorm is ground. Maybe when it's dark (night), it can also be a dark type attack. Misty Terrain would be fairy, Grassy Terrain would be grass, Psychic Terrain would be Psychic and Electric Terrain would be the electric type. So, I'd say this attack is affected by those attacks, I guess.
Simple, the problem is called Pokémon Logic. As a Example: It is possible to use sunny day, even if it's night. And a attack can't have 2 types, in this case Dark/Fire.
Only solution I have would be to give as a example the weather priority against the others, you know?

Sunny: Fire-type move. Hail: Ice-type move. Rain: Water-type move. Sandstorm: Ground-type move. No special weather condition: Forged-type move.
Sounds good! How about Burn when Fire-type, Frozen when Ice-type, Sleep when Ground-type (sand in eyes) and Paralysis during Rain (thunder)?
