I don't know why, but I've always preferred over Ho-oh over Lugia. Ho-oh is just so majestic, where as Lugia is a massive thing.

Lugia. I think it has a more diverse moveset and is able to do more things because of said moveset.

Well, design-wise, both are really cool! And I like how they are based off the dragon and phoenix.

Overall, I like Lugia better, because it lives in a giant waterfall, and because it appealed to me more as a child than Ho-Oh ever has. I like the moves it can learn, too.

This is a tough one... I like both really good, Ho-oH is amazing but Lugia was really cool in the movie.

I'm still gonna go with Ho-oH, because it also has one of the best shinies.

I really like Ho-Oh over Lugia, mainly because it's more colorful, and just its overall design appeals more to me. And Lugia's wings look like massive hands, which is weird :/

I like Ho-Oh a little better since colors. Yes. Colors. It's really pretty!

Well, I dunno about better, but personally I prefer Lugia. Ho-oh's rainbow-ness is cool and all, but its design is a little off to me, it's kind of just like an oversized Chicken. I've always seen Lugia as more majestic and sophisticated for some reason *-*

Ho-Oh. Lugia's movepool is just boring to me I guess. Ho-Oh gets some awesome moves which makes me like him more.

I prefer Ho-oh. Ho-oh to me has always looked much better than Lugia. Its just more "colorful" than Lugia.

I really like them both, but i'd have to go with Lugia. It is more dragon-like after all, and I love dragons xD

My lovely phoenix, Ho-Oh. It had an amazing backstory and is just beautifully-designed overall. In general it's also a pretty iconic Pokémon to me given that it appeared in the first episode of the anime. Too bad about the 4x rock weakness but that is definitely something I can live without. :)

While I do like them both, I have to pick Ho-Oh, as it's design is more grand and elegant than Lugia's, and it has better attacking capabilities to utilize. Although Lugia does have Aeroblast...

Based on back then, the game I played was Silver, so Lugia I found the best between the two. As in design, it'd be Ho-Oh.

I posted that I liked Lugia in here before, but I think I've been swayed. I made a signature with Ho-oh and its design and lore have kind of grown on me... I think I may actually like it better than Lugia now. o: It's beautiful! (yeah, it took me like 14 years to figure this out teehee)

I like both but would have to go with Lugia because of the movie. His song and reason for existence as a peacekeeper between the legendary birds was noble and true.

Ho-Oh is iridescent and beautiful and powerful with its fire moves. But Lugia wins by a small margin.

I like them both, although I do prefer Ho-Oh just slightly more. Phoenixes in general fascinate me, and I like how it's tied to the legendary beasts in the mythology of Johto. Plus, its design is awesome and colorful, and tons of fun to draw!

Both are great designs and Pokémon in general, but I've always had more of a fondness over Ho-Oh. It tells more of a story about the G/S/C games (imo) than Lugia does (Burned Tower, for example).
